In an effort to prevent the spread of COVID-19 and in line with the guidance we have received from Portland Mayor Ted Wheeler, we have closed our customer service center. We will update you with any changes to this.
During the COVID-19 public health crisis, Private for-Hire Transportation (PFHT) companies and drivers are facing an unexpected financial burden. To help provide companies and drivers temporary relief, we are offering the option to defer the payment of permit renewal fees until the end of March 2021.
*If you already have an approved deferral ending in December 2020 or before, you do not need to do anything further. Previously approved deferrals will be automatically extended unless you contact us.*
Am I eligible? This agreement only applies to permits that expired through March 2021. Permits must be in good standing and otherwise would be approved for renewal.
How do I apply? The application will be processed through the PFHT self-service portal.
- Log in, or create a log in, to the PFHT self-service portal.
- Renew or recertify permits through the normal process.
- In the attachments section of the renew or recertify application:
- Open the attachment called, “PFHT Deferred Payment Agreement.”
- Fill the attachment out completely and sign the document.
- Upload the document to your application.
- Submit your application with all required documentation.
At the end of the renewal application, you will be given different payment options.
- Select, “Submit this application and pay fees separately.”
- Submit
How will I know if I’ve been approved? PBOT will review each request. If the agreement needs correction, PBOT will notify you that a correction needs to be made. After PBOT reviews the request, a notification will be sent to the permit holder approving or denying the request.
Who is responsible for payment? The individual who signs the agreement is the responsible party.
When and how will I pay the permit renewal fees? An invoice will be generated through your PFHT self-service portal and be sent to you. The amount owed must be paid in full and is due no later than March 31, 2021. Submit payment through the PFHT self-service portal.

You may apply for permits, report status changes, or request transactions concerning owners, drivers, or companies.
Remember: Company and Vehicle applications are submitted separately. If you are renewing a company, you must renew your vehicles with their own applications.
