In an effort to prevent the spread of COVID-19 and in line with the guidance we have received from Portland Mayor Ted Wheeler, we have closed our customer service center. We will update you with any changes to this.
During the pandemic, the private for-hire transportation industry has been hit particularly hard. Lost business and concerns for driver health and safety discouraged drivers from entering the industry or coming back until circumstances improved.
While circumstances have started to improve a year later, permit fees continue to be a financial burden on drivers. We are offering the option to defer driver permit payments and associated fees for new drivers or previously permitted drivers who let their permit expire due to the pandemic.
Am I eligible? This deferment only applies to permits issued to new drivers to the industry or previously permitted drivers that let their permit expire due to hardships caused by the pandemic. Drivers who previously received a deferral are not eligible. Background check fees can also be deferred.
When is the deferral available? Between April 3 and June 30, 2021.
How do I apply? The application will be processed through the PFHT self-service portal.
- Drivers:
- If you are a new driver, create a driver registration account in the driver permit portal.
- Companies:
- Go to “manage drivers” and submit a driver re/certification.
- Apply for a driver’s permit through the normal process along with all required documentation.
- In the attachments section of the application:

Open the attachment called, “PFHT Deferred Payment Agreement.”
- Complete the attachment and sign the document.
- Upload the document to your application
- Select, “Submit this application and pay fees separately.”
- Click “Submit.”
How will I know if I’ve been approved? We will review each request. If the agreement needs correction, we will notify. After we review the request, a notification will be sent to the permit holder approving or denying the request.
Who is responsible for payment? The individual who signs the agreement is the responsible party.
When and how will I pay the permit renewal fees? An invoice will be generated through your PFHT self-service portal and be sent to you. The amount owed must be paid in full and is due no later than July 31, 2021. Submit payment through the PFHT self-service portal.

Remember: Company and Vehicle applications are submitted separately. If you are renewing a company, you must renew your vehicles with their own applications.
